These reasons are in my opinion sufficient to put this
pier-site out of the question, even had it been possible
to shift the deep-sea berth a little further up (North-
-East) which however is now impossible since it has been
decided to set back the sea-wall to North-East of Black-
-head's.

I arrive therefore at the con-
-clusion that either the deep-sea berth must be abandoned
in favour of an adequate passenger wharf (which as I have
pointed out would be wasteful and would nullify the chief
object in acquiring these expensive Lots) or some other
situation must be found for a passenger pier. In illustra-
-tion of my remarks I enclose a plan prepared by the
Director of Public Works.

I propose therefore to reserve
Blackhead's Lots for a wharf for Ocean Steamers, and for
the erection of Godowns for the storage of goods. The way
in which this property will be dealt with is a matter for
future consideration. I am at present disposed to think
that the most advantageous method would be for the
Colonial Government to build the necessary Warehouses, and
to rent them and the wharf. There is no doubt that the
investment will prove a very remunerative one.
